Recently Adsense Image Adverts Sometimes Do Not Show 'Ads by Google'
The image above was taken from the index page of my web site on 27th October 2007.
Some people might say that this was Google being a little bit two faced, after them penalizing people who have not made it 100% obvious that links on their site were 'paid' links (but not me as I make most of my money from Adsense ! :-)

I don't think this is the result of google "penalizing" you site. The "penalizing" part will effect your page rank not your adsense.
I think this sometime have to do with their media robots. The adsense robot is not the same as the googlebot and is a bit of a dumb robot comparing it to googlebot.
They seem to forget about the contents on your site after a while. If they don't come and visit you site frequently they seem to deliver all the wrong ads!

this guy is offering free stock images and make his money from adsense as well. But IMHO he don't need to offer such high resolution images for free. Maybe a lower resolution for free and sell the higher resolution images.
